I started going to our city’s farmers market when I was in private school.

These are those little tiny swamp coolers that are designed to mimic the look of an a/c while having legitimately none of the functionality of an a/c. They basically expect people to suppose that an evaporative cooler would labor in high humidity, however all it’s doing is spraying this in your face. You might as well just use a humidifier with a fan blowing the humidity in your face. That’s the most you are going to get out of a personal air cooler. they are scammy products that are meant to take luck of people who don’t understand the difference between an a/c as well as an air cooler.
